On the Population Division in Diffuse Epidemic Disaster and its Treatment Approaches——Taking COVID-19 Prevention and Control in 2020 as Sample

群体分裂是疫病灾害等弥漫性灾害中经常会出现的社会问题。我们要结合该类灾害的基本特征,全面系统地分析和探索该类灾害中出现群体分裂问题的表现、原因及影响,并结合新型冠状病毒肺炎疫情的防控工作探讨对该社会问题的治理途径和基本要求,从而为中华民族提高自身灾害危机治理水平与能力建言献策。

Population division is a common social problem in diffuse disasters such as epidemics.We should combine the basic characteristics of this kind disaster,comprehensively and systematically analyze and explore its manifestation,cause and effect.Based on the prevention and control of COVID-19 epidemic,this paper discusses the governance approaches and basic requirements for this social problem,so as to offer suggestions for improving the disaster crisis management level and ability.
