政府数据开放背景下档案数据价值实现研究

《促进大数据发展行动纲要》提出加快政府数据开放共享是大数据发展行动的主要任务之一。在此背景下,作为社会公共数据资源,实现档案数据价值最大化不仅能提升档案部门服务能力,还有利于档案数据的开发和利用。文章阐释了政府数据开放背景下档案数据价值实现的可行性,通过分析政府数据开放背景下档案数据价值的种类和实现要素,总结出档案数据价值的实现路径主要包括增强档案数据内容服务、完善档案数据服务平台、强化数据挖掘技术的应用、健全相关标准制度四个部分。

Development proposes that accelerating the open sharing of government data is one of the main tasks of big data development action.Maximizing the value of archival data,which are part of social public data resources,can not only improve the service capability of archival department,but also facilitate the development and utilization of archival data.This paper explains the feasibility of realizing the value of archival data under the background of open government data,and by analyzing the types and implementation factors of archival data value in the context of government data opening,summarizes the realization paths of archive data value,which mainly includes four parts:enhancing the content service of archival data,improving the archival data service platform,strengthening the application of data mining technology,and improving the relevant archival data standard system.
