Elements VS Methods:An Analysis Framework for Evaluation of Plan Implementation

规划实施评估为完善国土空间规划体系与推进全域空间治理发挥关键的作用。针对如何确立实施评估方法这一问题,文章提出评估关键要素与评估方法的分析框架,基于"测量、描述、判断、建构"的评估标准梳理了"成本-效益分析"、"目标-结果比较"、综合指标体系、案例质性研究四类方法,并解析了评估目的、评估对象、评估判断标准等五个关键要素的内涵。最终依据"要素-情景-方法"的关联框架建立了评估方法的选择路径,为规划实施评估的科学性提供支撑。

Evaluation of planning implementation will play a more critical role in improving the national territory spatial planning system.When deciding on methods or procedures to use in the planning evaluation,this paper proposes an analysis framework based on the correlation between the elements and methods of evaluation.We sort out four typical types of the methods including"cost-benefit analysis","target-result comparison","comprehensive index system"and"case study",based on the philosophical criteria of"measurement,description,judgment,and construction".Then five key elements of purpose,object,reference object,judgment standard and participants are analyzed.Finally,based on the relationship of"elements-scenarios-methods",the way of deciding on the evaluation methods is established,which provides scientific support for the planning evaluation.
