公共租赁住房违规转租对策研究

摘要 我国公租房转租现象屡禁不止,扰乱市场秩序,严重危害社会公平,加剧了中低收入群体“住房难”的问题.文中通过构建公共租赁住房利益相关者三方——政府监管部门、审查员和承租人之间的演化博弈模型,探究公租房违规转租的治理对策,提出以下对策建议:一是建立规范的监管机制,加大对相关人员的惩罚力度;二是明确政府公务人员职责和职权,建立合理的惩罚机制和激励机制;三是利用大数据建立透明的个人信用体系. The phenomenon of subletting public rental housing in my country has been repeatedly prohibited,disrupting market order,seriously jeopardizing social equity,and exacerbating the problem of“housing difficulties”for low-and middle-income groups.By constructing an evolutionary game model among the three stakeholders of public rental housing-government regulatory agencies,examiners and tenants,this paper explores the governance countermeasures for illegal subletting of public rental housing,and proposes the following countermeasures:First,establish a standardized regulatory mechanism,Intensify the punishment of relevant personnel;second,clarify the responsibilities and powers of government officials,and establish reasonable punishment and incentive mechanisms;third,use big data to establish a transparent personal credit system.
