南京市工地扬尘防治政策研究

Research on Dust Control Policy of Construction Site in Nanjing

随着中国对空气颗粒物污染的日益重视,城市工地扬尘控制受到了更多的关注。通过访谈法、观察法在南京市不同地区选择了8个工地进行实地调研,发现工地扬尘防治工作中各施工单位面临诸多问题,如成本投入过高、施工进度滞后、工人积极性受挫、施工安全难以保障等,结合南京市目前的扬尘政策与管理,提出了一系列政策建议,改进奖励手段,赋予建设单位选择扬尘控制方法的自主权,加强执法部门之间的协同性以及建立政策跟踪反馈机制。

As China has become more concerned about air particle pollution,more attention has been paid to dust control in urban construction sites.In this paper,eight construction sites in different areas of Nanjing were selected for field investigation by interview and observation.It was found that each construction unit faced many problems in dust prevention and control work,such as high cost input,lagging construction progress,frustrated enthusiasm of workers,and difficult to guarantee construction safety.Combined with the current dust policy and management in Nanjing,the author put forward a series of policy suggestions:improve incentive means,give the construction unit the autonomy to choose dust control methods,strengthen the coordination between law enforcement departments and establish a policy tracking feedback mechanism.
