基于生态服务当量的生态补偿市场化机制研究

Research on Market-mechanism of Ecological Compensation based on Equivalent Value of Ecosystem Services

生态补偿作为解决生态环境问题的环境经济创新手段受到社会各界的广泛重视。我国政府高度重视生态文明建设,要求建立市场化生态补偿机制,发挥市场机制促进生态保护的积极作用。本研究借鉴环境权益交易市场建设经验,以生态服务当量为交易产品初步构建了生态补偿市场化机制,提出建立“1平台2系统4制度”,以期发挥市场配置资源的决定性作用,促进生态保护和修复,推动生态补偿由“输血型”向“造血型”逐步转变。

Ecological compensation,as an creative environmental economic method to solve ecological environmental problems,has received widely attention from the community.The Chinese government highly values the construction of ecological civilizat ion,and requests the establishment of a market-mechanism of ecological compensation to actively perform in the market-mechanisms in promoting the ecological protection.This study was based on the experience of the construction of the environmental right trading markets,and initially built a market-mechanism of ecological compensation using ecosystem service equivalent as trading product,proposed the establishment of“1 platform,2 systems,and 4 regulations”,in order to give play to the decisive role to allocate the resources in the market to promote ecological protection and restoration,and accelerate the transformation of ecological compensation from"blood transfusion type"to"blood production type".
