理论的鲜活性在于它对实践的指导性。习近平关于社会治理的重要论述既是理论更是实践,是理论逻辑与实践逻辑的辩证统一、良性互动。党的十八大以来,习近平总书记统筹国内国外两个大局,审“时”度“势”,紧紧围绕完善中国特色社会主义社会治理体系这个实践主题,强调社会治理现代化要践行“人民至上”的价值追求,加强和改进党的全面领导,把改善民生与创新社会治理良性循环作为路径选择,夯实基层社会治理基础,以新科技为支撑,建构活力与秩序兼具的中国特色社会治理共同体,构成“价值导向—政治引领—发展路径—战略重点—技术支撑—目标取向”结构层次分明的新时代中国特色社会治理的实践逻辑。

The liveliness of theory lies in its guidance to practice.Xi Jinping's important exposition on social governance is both theory and practice,and it is the dialectical unity and benign interaction between theoretical logic and practical logic.Since the 18th National Congress of the Communist Party of China,General Secretary Xi Jinping has coordinated the two ma⁃jor situations at home and abroad,reviewed the“times”and“trends”,closely focused on the practical theme of improving the social governance system of socialism with Chinese characteristics,emphasized that the modernization of social governance should practice the value pursuit of“people first”,strengthen and improve the overall leadership of the Party,take the virtu⁃ous circle of improving people's livelihood and innovating social governance as the path choice,consolidate the foundation of grassroots social governance,and support it with new science and technology.Constructing a community of social governance with Chinese characteristics with both vitality and order constitutes the practical logic of social governance with Chinese char⁃acteristics in the new era,which has a distinct structure o“f value orientation-political-guidance-development-path-strate⁃gic-focus-technical support-goal orientation”.
