从“制度优势”到“治理效能”:教师队伍的国家主义“善治”及其现代化提升 被引量:5

摘要 国家主义"善治"作为引领我国治理的基本方略,亦是提升教师队伍治理现代化的基本遵循。由于国家主义兼顾价值论与方法论的双重维度,据此,教师队伍的国家主义"善治"需在不同维度上予以细化,方能更好地指引教师队伍的"善治"实践。提升教师队伍治理现代化的主要策略在于形成以教育范式为牵引,多种非教育范式辅助,促使教师治理回归教育治理逻辑;积极构建政府主导的"多元参与"治理格局,聚合最大限度的治理合力;兼顾"行政"与"专业"的交互驱动,借以优化治理方式;以"提供服务"为导向,切实改善治理风格以及不断完善深度治理的技术支撑,不断增强治理的精准性,依此方能更好地释放国家主义"善治"的治理效能。 As the basic strategy to guide the modernization of our country’s governance,nationalism"good governance"is also the basic principle to promote the modernization of teachers’governance.Since nationalism takes into account the dual dimensions of axiology and methodology,the"good governance"of teachers’nationalism needs to be refined in different dimensions so as to better guide the practice of"good governance"of teachers.Under the governance framework of nationalism,in order to better release the governance effectiveness of the"good governance"of nationalism:the main strategy to promote the modernization of teachers’governance lies in the formation of a variety of non-educational paradigms assisted by educational paradigms,promoting teachers governance to return to educational governance logic.Actively constructing the governance pattern of"multiple participation"led by the government and gather the maximum governance force.Taking into account the interactive driving of"administration"and"specialty",in order to optimize the governance mode.Take"providing services"as the guidance,improve the governance style and technical support of in-depth governance,and constantly enhance the accuracy of governance.
