构建大豆国际定价中心研究

Study on the construction of soybean international pricing center in China

大宗商品期货的国际定价中心和定价权是一个国家在国际经济话语权的重要体现.我国建立大豆国际定价中心对深度参与全球治理、保障国家粮油安全具有重要战略意义.数百年国际经验表明,大豆等大宗商品全球定价中心的建立主要取决于一国的经济实力、国际贸易地位和期货市场成熟度.我国是全球第二大经济体,世界上最大的大豆进口国,期货市场不断发展和成熟,虽然目前不是大豆国际定价中心,但已具备建立大豆国际定价中心的初步条件.建议从4个方面推进构建大豆国际定价中心相关工作:一是稳妥推进大豆贸易标准与国际接轨;二是加快推进大豆期货市场对外开放;三是积极探索产业和金融监管的内外衔接;四是继续推进人民币国际化.

The international pricing center and pricing power of commodity futures is an important embodiment of a country’s voice in the international economy.It is very strategic significant for China to establish the soybean international pricing center,especially in deep participation in global governance and ensurance of national grain and oil security.Hundreds of years of international experience shows that the establishment of global pricing center for soybean and other commodities mainly depends on a country’s economic strength,international trade status and maturity of futures market.Since China is the second largest economy and the largest soybean importing country in the world,the futures market is developing and maturing continuously,it has the preliminary conditions to establish an international soybean pricing center.This paper suggests that we should promote the work of building an international pricing center for soybeans actively from four aspects.First,we should steadily promote the standardization of soybean trade with the international standards;Second,we should accelerate the opening up of the soybean futures market;Third,we should explore the internal and external convergence of industrial and financial supervision;Fourth,we should continue to promote the internationalization of RMB.
