专家政策参与过程中的知识经纪人何以失灵?——以A市发展与改革研究中心为例

Why Knowledge Brokers Fail in the Process of Experts Policy Participation?--Take the Development and Reform Research Center of A City as an Example

[目的/意义]现代社会政策议题的日趋复杂带来了决策者对专家专业知识的高度需求,但诸多属性上的冲突导致决策者和专家两者间很难顺畅地开展合作,一种被称为知识经纪人的中间角色由此被引入专家的政策参与过程中,而知识经纪人的胜任水平则成为这一领域的重要议题。[方法/过程]以案例研究为基本方法,选取A市发展与改革研究中心作为典型个案,综合运用参与式观察、二手资料、深度访谈等方式收集经验材料并在此基础上提炼解释机制,形成理论框架。[结果/结论]研究表明,知识经纪人会失灵,即不能很好地居中协调专家和决策者两类政策行动者,而这可以从激励、能力和权力3个维度得到解释。

[Purpose/significance]The increasing complexity of policy issues in modern society has created a high demand for expertise among policy makers.But some conflicting attributes between policymakers and experts make it difficult for them to work together smoothly.It leads to the introduction of an intermediate as a knowledge broker into the policy participation process of experts,and knowledge brokers’competence has become an important issue in this field.[Method/process]The paper takes case study as basic method,selects the Development and Reform Research Center of A city as typical example,collects empirical materials through participative observation,secondary data and in-depth interview,refines the explanation mechanism,and forms the theoretical framework.[Result/conclusion]The case study shows that the failure of knowledge brokers or the failure to coordinate well between experts and policymakers can be explained from the three dimensions of incentive,ability and power.
