职教集团框架下高职学历教育与职业培训的衔接发展研究

The Link Between Higher Vocational Education and Vocational Training Under Framework of Vocational Education Groups

高职学历教育与职业培训同为现代职业教育体系不可分割的组成部分。当前存在重学历教育、轻职业培训以及二者之间衔接断裂的现象,除了不同价值属性的天然分离、分属不同领域的体制性分割以外,还受制于高职院校专业教师"双师"素养不足以及深度产教融合工作的乏力。职教集团的属性与特点赋予其促进高职学历教育与职业培训衔接发展的应然性,引擎动力、平台机制与标准体系能够对二者之间的衔接发展产生促进作用,并基于利益相关者的协同共生关系和职业教育供给侧结构性改革构建有效的衔接机制。

Higher vocational education and vocational training are both inseparable parts of the modern vocational education system. At present, there is a phenomenon that the connection between the two is broken, which emphasizes academic education and neglects vocational training. In addition to the natural separation of different value attributes and the systemic separation of different fields, it is also subject to the insufficient "double position teachers" literacy of professional teachers in higher vocational colleges, as well as the lack of in-depth integration of production and education. The attributes and characteristics of the vocational education group endow it with the necessity to promote the development of the link between higher vocational education and vocational training. The engine power, platform mechanism and standard system can promote the development of the connection between the two, and build an effective linkage mechanism based on the cooperative symbiosis of stakeholders and the structural reform of the supply side of vocational education.
