吉安市国储林基地建设采用“足额林权抵押担保+市级风险准备金+项目林权排他性承诺+林权保险”的林权抵押贷款融资模式,成为全国首创,也是该市发挥财政金融政策合力、创新投融资机制的重大突破,为金融支持全市林业现代化建设开辟了一条新路。
The construction of the State Reserve Forest Base in Ji’an City adopts the forest rights mortgage loan financing model of“full forest rights mortgage guarantee+municipal risk reserve+project forest rights exclusive commitment+forest rights insurance”,which has become the first in the country.This is a major breakthrough in the city’s joint efforts in financial policies and innovative investment and financial mechanisms,which opens up a new way for the financial support of the city’s forestry modernization.
