长三角一体化背景下皖江城市带人才共享机制构建研究

The Research on the Construction of Talents Sharing in the Wangjiang City Belt under the Background of Integration of Yangtze River Delta

皖江城市带作为安徽省融入长三角一体化的桥头堡,是安徽省承接长三角产业转移的重要区域。人才作为区域经济发展的重要生产要素,为皖江城市带承接长三角产业转移提供了智力支持。由于皖江城市带的城市大多都是一些中小型城市,经济基础薄弱,区域人才资源匮乏。皖江城市带要融入长三角,顺利完成承接长三角产业转移的使命,建立配套的人力资源支持势在必行。因此,建立区域人才共享机制,以降低人才引进成本、提高人才利用效率,成为关键的一步。

As a bridgehead of Anhui Province to integrate into Yangtze River Delta,Wanjiang City belt is an important region for Anhui Province to undertake the industrial transfer of the Yangtze River Delta. Talents as the important production factors of regional economic development provide intellectual support for WanjiangCity belt to undertake industrial transfer in the Yangtze River Delta. Because most of the cities in Wangjiang City belt are small and medium-sized cities,the local economy is weak and the regional talents are scarce. For blending into the Yangtze River Delta and complete the mission of carrying on industry transfer,the establishmentof supporting human resource is inevitable. Therefore,the establishment of regional talents sharing mechanism is a key step to decrease talents introducing cost,improve the efficiency of talents utilization.
