摘要
针对农村饮水设施不完善、工程建管经费不足、管护机制不健全等问题,选择了重庆市13个典型区县,从补齐农村饮水设施、投融资机制、运行管理短板3个方面,开展了农村饮水安全巩固提升试点工作。在对试点工作进行评估的基础上,总结提炼了试点过程中值得借鉴的经验做法,分片区、分工程规模提出了可复制、可推广成熟经验的建议,以期促进农村饮水管护水平的提高。
Aiming at the problems of imperfect rural drinking water facilities,insufficient funds for construction and management of projects,defective management and protection mechanisms,the pilot work of rural drinking wa⁃ter safety consolidation and upgrading was carried out in 13 typical districts and counties of Chongqing City through improving the rural drinking water facilities,investment and financing mechanisms,and operation and manage⁃ment.Based on the evaluation of the pilot work,the experiences and practices in the process were summarized and the suggestions were put forward according to the geographical locations and the scales of the projects,which will be useful to improving the operation and management of rural drinking water projects.
