分类引导,实用为上——安徽省村庄规划编制思路与思考

Classification Guidance,Practical First——Thoughts on Village Planning in Anhui Province

自国务院进行机构改革组建自然资源部,国土空间规划体系逐步形成,村庄规划作为乡村地区的详细规划,是各级国土空间任务的最终落实,新时期编制“多规合一”的实用性村庄规划是现阶段的新任务。安徽省自然资源厅结合实际编制村庄规划编制指南,遵循“分类引导、实用为上”的指导思想,来达到提升村庄规划实用性的目的。文章在对安徽省村庄规划编制内容与创新之处进行解读的基础上,根据村庄的分类发展指引,对不同类型的村庄从村庄的发展途径、土地利用结构、人居环境改善等方面提出不同的规划指导意见;通过对村庄规划编制与实施相关问题的分析,提出提高村庄规划实用性的编制思路与思考。

Since the State Council has restructured the Ministry of Natural Resources department,territorial spatial planning system has gradually being formed.Village planning,as a detailed plan for rural areas,is the final implementation of territorial spatial tasks at a whole.It is a new task at the present stage to prepare practical village planning with"multiple planning integration"in the new period.The Natural Resources Department of Anhui Province has issued a guide to the preparation of village planning according to the current circumstances,and followed the guiding ideology of"classification guidance and practicality first"to achieve the purpose of improving the practicability of village planning.Based on the interpretation of the content and innovation of village planning in Anhui Province,according to the classification development guidelines of villages,this paper puts forward different planning guidance opinions for different types of villages from the aspects of village development path,land use structure and human settlement environment improvement.With the analysis of the related problem regards to the compilation and implementation for the village planning,the ideas and thoughts provided in this paper in order to further enhance the practicability of village planning.
