吉林省面向日本海发展海洋经济的思考

Thoughts on Jilin Province's Development of Marine Economy Oriented to the Sea of Japan

国家批准建设珲春海洋经济发展示范区,既有利于我国与周边国家合作开发利用日本海资源、开创“一带一路”东北亚方向连接“冰上丝绸之路”的路径,也有利于促进环日本海经济圈合作、加快吉林省开放步伐并实现“海洋梦”。但必须看到,吉林省面向日本海发展海洋经济存在“国际合作”的特殊性。基于现有基础条件、发展机遇、严峻挑战和特殊性,需要统筹协调国际国内开放资源为我所用;需要扩大开放,实现战略对接和共同发展;需要创新产业合作模式寻求互利共赢,建立“利益共同体”“命运共同体”;需要解决制约海洋经济发展的“图们江出海”根本性问题。

China's approval of the construction of Hunchun Marine Economic Development Demonstration Zone is not only conducive to China's cooperation with neighboring countries in developing and utilizing the resources of the Sea of Japan,and to create a path connecting the"Ice Silk Road"to"The Belt and Road"in Northeast Asia,but also to promoting cooperation along the economic circle of the Sea of Japan,accelerating the pace of opening up of Jilin Province and realizing the"the dream of sea".However,it must be seen that Jilin Province faces the Sea of Japan to develop marine economy has the particularity of international cooperation.Based on the existing basic conditions,development opportunities,severe challenges and particularity,we need to coordinate the international and domestic open resources for our own use;expand the opening up,realize strategic docking and common development;innovate the industrial cooperation model to seek mutual benefit and establish"community of interests"and"community of destiny";solve the fundamental problem of"Tumen River going to sea"that restricts the development of marine economy.
