摘要 通过深入研究北京市应急协调联动机制在统筹调度、信息化平台建设、社会力量参与和应急力量合并等领域所取得的进展,以及对现有市区两级联动实战经验和应急演练的事后复盘等应急联动问题进行梳理,从而提出“一个中心二个基础三个工作四个方向”的应急协调联动机制发展新模式,完成对组织、资源、信息、能力、任务和责任的统一,有效探索应急联动机制在应急救援活动中的综合优势,丰富优化联动机制的功能特征,全面提升应急联动的决策和实施,形成一个以现场指挥处置为核心的职责明确、流程清晰、信息顺畅的发展新模式。 Through in-depth research on the progress made by Beijing’s emergency coordination and linkage mechanism in the areas of overall scheduling,information platform construction,social force participation,and emergency force mergers,as well as the post-event review of the existing urban two-level linkage experience and emergency drills,we sort out the emergency linkage issues,and propose a new model for the development of an emergency coordination linkage mechanism of " one center,two foundations,three work and four directions".And based on this,we complete the unified integration of organization,resources,information,capabilities,tasks and responsibilities,explore the comprehensive advantages of the emergency linkage mechanism in emergency rescue activities effectively,enrich and optimize the functional characteristics of the linkage mechanism,comprehensively improve the decision-making and implementation of the emergency linkage,and form a new developing model with clear responsibility,clear process,and smooth information with on-site command and disposal as the core.
