Analysis and Suggestions on the Reform of " Separation of Three Rights " in Homestead

实行宅基地“三权分置”是当前我国宅基地改革的基本方向,在改革实践的过程中面临了一些困境,如何处理这些问题并深入研究下一步改革的方向和路径显得尤为重要。本文分析了宅基地“三权分置”改革的重要性及改革所面临的困境,提出要完善相应的法律法规及基础性的确权登记工作,建立完善宅基地所有权、农户资格权、宅基地使用权正常行使的配套措施,深化“三权分置”改革,促进乡村振兴。

The implementation of"separation of three rights"of homestead is the basic direction of homestead reform in China.In the process of reform and practice,there are some difficulties.How to deal with these problems and deeply study the direction and path of the next reform is particularly important.This paper analyzes the importance of the reform of"separation of three rights"of homestead and the difficulties faced by the reform,and proposes to improve the corresponding laws and regulations and the basic confirmation and registration work,establish and improve the supporting measures for the normal exercise of the ownership of homestead,farmers'qualification right and the right to use homestead,deepen the reform of"separation of three rights"and promote the rural revitalization.
