Achievements and Consideration on Implementation of the Innovation-Driven Development in the Post-Reform Period of Management of Science and Technology Programs Financed by Central Government:Take National Key R&D Program"Science and Technology Innovation for High Yield and Efficiency of Crop"as an Example

新一轮中央财政科技计划管理改革至今已历时5年,在科技部等各部门的组织领导下,农业农村部科技发展中心通过"十三五"的试点、探索与实践,组织项目实施取得了显著成效。文章以国家重点研发计划"粮食丰产增效科技创新"重点专项(以下简称"粮丰专项")为例,针对后改革时期国家重点研发计划如何以科技驱动力撬动产业杠杆,介绍了管理机制探索与创新举措、新管理体制下粮丰专项取得的成效、项目实施典型案例、下一步思考和建议等,以期为相关科研工作者和管理人员提供参考。

It has been five years since the new round of management reform of science and technology programs funded by the central government.Under the leadership of Ministry of Science and Technology and other departments,Development Center of Science and Technology had achieved remarkable results through the pilot,exploration and practice in the"13th Five-Year Plan".Taking National Key R&D Program"Science and Technology Innovation for High Yield and Efficiency of Crop"as an example,we discuss ways to leverage innovation-driven development in the Post-Reform Period.Hoping to provide reference for related researchers and managers,this article introduced management mechanism exploration and innovation measures,achievements made under the new management system,typical cases,thinking and advice.
