疫情下农民工务工劳动保护对策研究——以吉林省为例

Study on the Countermeasures of Migrant Workers’Labor Protection under the Epidemic Situation——Take Jilin Province As an Example

新冠肺炎疫情的爆发对农民工劳动保护提出了新的挑战,加强农民工劳动保护具有现实必要性。疫情之下,用人单位往往忽略农民工的劳动保护,使其与其他工作人员在劳动保护方面形成差别待遇。农民工劳动保护工具以及劳动福利的发放没有相应的国家规定以及地方政府规定,多数企业以不知执行什么样的标准为由拒绝为农民工提供劳动保护工具以及劳动福利,农民工劳动保护缺乏相应的政策支持和关注。上述问题的解决之道在于:一是出台相应的法律法规实现农民工劳动保护的标准化、制度化;二是政府部门应当出台相应的政策,积极鼓励、扶持企业增强农民工劳动保护水平的提升。

The novel coronavirus pneumonia outbreak has caused new challenges for migrant workers’labor protection.Under the epidemic situation,it is necessary to strengthen the labor protection of migrant workers.Under the epidemic situation,the labor protection of migrant workers is faced with the situation that employers often ignore the labor protection of migrant workers,resulting in differential treatment between them and other workers in terms of labor protection.There are no corresponding national regulations and local government regulations in the distribution of labor protection tools and labor benefits for migrant workers.Most enterprises refuse to provide labor for migrant workers because they do not know what standards to implement.There is a lack of labor protection policy support and attention for migrant workers.The solution to the above problems lies in:first,the introduction of corresponding laws and regulations to realize the standardization and institutionalization of migrant workers’labor protection;second,the government departments should issue corresponding policies to actively encourage and support enterprises to enhance the level of migrant workers’labor protection.
