文中从广州海岸电台处理的典型海上医疗救助案例入手,首先介绍伤病船员海上紧急救助处置不足;接着阐述海上医疗保障相关公约,具体分析MLC公约和STCW公约船医配备及医疗技能培训、远程医疗保障具体条款;然后结合我国实际进行履约差距分析并提出相应建议;最后从业务及技术角度对航海保障工作进行了展望。

Starting from a maritime medical rescue case handled by Guangzhou Coast Radio,this paper firstly introduced the lack of emergency rescue treatment for injured and sick seafarers,followed by an introduction of the conventions on maritime medical security.It probes into articles of MLC and STCW convention concerning onboard medical equipment,medical skills training and telemedicine guarantee.It also analyzes the performance gap in accordance with China's actual situation,puts forward corresponding suggestions and looks into the future development of the navigation guarantee from the perspectives of business and technology.
