QHSE Management of Construction Projects of Mobile Trial Production Platform

移动式试采平台系服务于渤海油田实现勘探、采油、修井、储油、开发一体化而投资建造的,是国内首座移动式试采平台。该平台的设计与建造采取了大量节能环保新理念、新技术,是一种全新的应用于渤海海域试采作业的海上设施,具备井口回接、井口支持、修井、弃井等功能,可满足渤海海域内75%的油田在不同工况下的工艺处理要求。对建造项目全过程QHSE管理进行描述,针对现场作业多、定置管理难度大,重点介绍现场有效的具体措施,给出了具体的标准化解决方案。在管理工具方面,介绍了风险预警和行为安全观察卡的使用。

The mobile trial production platform is the first mobile trial production platform in China,which is used to realize the integration of exploration,oil production,workover,oil storage and development in Bohai oilfield.The design and construction of the platform adopts a large number of new concepts and new technologies such as energy conservation and environmental protection measures.It is a new offshore facility applied to the trial production operation in the Bohai Sea area.It has the functions of wellhead back connection,wellhead support,workover,well abandonment and so on,and can meet the processing requirements of 75%of the oilfields in the Bohai Sea area under different working conditions.This paper describes the whole process of QHSE management of the construction projects,focuses on the specific effective onsite measures,in view of the large number of on-site operations and the difficulty of location management,and gives specific standardized solutions.In the aspect of management tools,the use of risk early warning and behavior safety observation cards is introduced.
