金融科技创新背景下新型监管模式探析

The New Supervision Mode Under the Background of Financial Science and Technology Innovation

目前我国金融科技创新日新月异,大数据、人工智能、移动支付、5G技术等的兴起与应用,一方面,提高了实体经济的服务质量、推动了数字经济的高速发展;另一方面,大量新型金融产品与新兴应用场景的出现也为监管者带来了风险和挑战。金融科技的飞速发展对我国传统的监管模式提出了更高的要求,如何将金融科技有效地应用于监管领域,充分利用金融科技在监管方面的优势以实现金融科技为监管赋能,是当前监管部门面临的重要话题。该文首先分析了我国创新型金融科技监管的现状;其次探讨了如何利用大数据、人工智能在监管方面的优势,创新监管技术;再次分析提出了数据泄露、虚拟货币犯罪、法律风险等监管难点;最后针对难点提出了相应的对策建议,为平衡金融创新和金融监管提供借鉴与理论支持。

With the rapid development of China’s financial technology innovation,the rise and application of big data,artificial intelligence,mobile payment,5G technology,etc.On the one hand,improved the service quality of the real economy and promoted the rapid development of the digital economy.On the other hand,the emergence of a large number of new financial products and emerging application scenarios also bring risks and challenges to regulators.The rapid development of financial science and technology has put forward higher requirements for the traditional regulatory model in China.How to effectively apply financial science and technology to the regulatory field and make full use of the advantages of them in the regulatory field to achieve the regulatory empowerment of financial science and technology is an important topic facing the current regulatory authorities.This paper first analyzes the current situation of innovative financial technology supervision in China;Then discusses how to make use of the advantages of big data and artificial intelligence in supervision to innovate supervision technology;Then analyzes and puts forward supervision difficulties such as data leakage,virtual currency crime and legal risk;Finally,it puts forward corresponding countermeasures and suggestions for the difficulties,so as to provide reference and theoretical support for balancing financial innovation and financial supervision.
