基于德尔菲法的“双述双评”模式下医院团支部书记目标管理考核指标体系的构建 被引量:1

Construction of Target Management Assessment Index System of Hospital League Branch Secretary under the Mode of “Double Review and Double Evaluation” Based on Delphi Method

摘要 目的建立一套“双述双评”模式下医院团支部书记考核评价指标体系,加强对共青团干部的管理、监督与激励,公正、客观、准确、全面地评价其政治素质、业务素质及履职情况,夯实基层团干部队伍建设。方法本研究采用文献分析法建立指标词典库初选指标,采用德尔菲法及层次分析法构建指标体系。结果构建了以考核管理、奖励激励两大类指标为主要框架的层次性指标体系,共有一级指标2个,二级指标10个,确定了一、二级指标的权重分配值。两轮函调专家积极系数分别为93.8%、86.67%,权威系数均值分别为0.79、0.84,第一轮专家协调系数为0.172,P<0.01,第二轮专家协调系数一、二级指标分别为0.462、0.399,P<0.01。结论本文确立的考核指标体系虽然在专家权威程度、指标重要性、可操作性和敏感性等方面都有着很高的可信度,而且从团建工作相关政策文件要求及医院团的工作实际方面来说都有着很强的现实意义。 Objective:To establish a set of evaluation index system of hospital League branch secretary under the mode of“double review and double evaluation”,strengthen the management,supervision and incentive of the Cadres of the Communist Youth League,evaluate their political quality,professional quality and performance of their duties fairly,objectively,accurately and comprehensively,and consolidate the construction of the contingent of cadres at the grass-roots level.Method:Literature analysis was used in this study to establish the primary index of the index dictionary,and Delphi method and AHP were used to construct the index system.Result:This paper constructs a hierarchical index system with assessment management and incentive as the main framework,including 2 first-level indexes and 10 second-level indexes,and determines the weight distribution value of the first-level and second-level indexes.The positive coefficients of experts in the two rounds are 93.8%and 86.67%,respectively;the mean values of authority coefficients are 0.79 and 0.84,respectively;the expert coordination coefficient in the first round is 0.172,P<0.01;the first and second round indexes of expert coordination coefficient are 0.462 and 0.399,P<0.01,respectively.Conclusion:Although the assessment index system established in this paper has high credibility in terms of expert authority,index importance,operability and sensitivity,it is also of great practical significance in terms of the requirements of relevant policy documents and the actual work of hospital groups.
