摘要
党员领导干部民主生活会制度是中国共产党所独创的以批评和自我批评为内核、体现党的自我革命精神的党内同级相互监督制度,其制度变迁包括规范性、权威性和有效性三重目标。历经百年发展,制度的规范性和权威性问题已得到基本解决,但有效性问题仍不够理想。新时代全面从严治党形势下,需要通过制度和制度的组合、制度和技术的结合,进一步提高党员领导干部民主生活会的制度绩效,真正解决其有效性问题,并使之在党内监督和全面从严治党中发挥更大作用,为推进党的自我革命做出更大贡献。
The system of democratic life for Party members and leading cadres is an original system of mutual supervision within the Party that is based on criticism and self-criticism,embodying the self-revolutionary spirit of the Party.Its institutional changes include the three goals of standardization,authorization and effectiveness.The century of development has basically resolved the issues of normalization and authorization,its effectiveness still unsatisfactory.Against the background of strict and comprehensive administration of the Party in the new era,the combination of system with system and combination of system with technology are required to improve the effectiveness of such meetings for their effectiveness to be truly realized,and to have them play a greater role in inner-Party supervision and comprehensive and strict administration of the Party so that greater contributions can be made to self-revolution.
