During the Yan'an period,in order to better undertake the leadership responsibility of the arduous national democratic revolution,the Communist Party of China made great efforts to govern the Party,focusing on four key points in concept and practice to build a clean and honest government,winning universal praise from within and without.First of all,inner-Party education was the basic means for building a clean and honest government.The use of various forms of inner-Party education strengthened the ideals and beliefs of Party members,promoting the formation of clean style and fine Party spirit of leading cadres.Secondly,the fundamental task of building a clean government was to improve the system construction and its implementation.The government of Shaanxi-Gansu-Ningxia border region established a relatively complete system with constitutional laws as the main framework,preparing a reliable starting point for the construction of a clean and honest government.Thirdly,the establishment of the supervision system and the effective supervision of Party members and cadres made effective guarantee for the construction of a clean and honest government.Lastly,maintaining the unity and unified leadership of the Party helped build a solid political foundation for the construction of a clean and honest government.
