河南省金融扶贫模式及其绩效评价体系研究

Research on the Financial Poverty Alleviation Model and Performance Evaluation System in Henan Province

河南省金融扶贫模式主要包括政府主导、金融机构主导、企业主导和社会组织主导四种类型,金融扶贫过程中存在资源配置不均衡、贫困群体信贷有效需求不足、政府扶贫资金使用缺乏动态监测考核等突出问题。此金融扶贫绩效评价指标体系是基于对河南省金融扶贫模式的分析与效果比较,选取具体的评价指标与影响变量而建立的。通过数据分析方法对影响金融扶贫绩效的显著性指标因素进行绩效评价,分析各要素之间的相关性,可得出相关样本数据大致呈正向变化的结论。河南省应不断完善金融扶贫绩效检测和评价机制,建立金融扶贫多元主体协同机制,实现金融扶贫资源和服务的合理配置,同时兼顾金融扶贫的社会效益和经济效益,实现二者的互促双赢。

The financial poverty alleviation model in Henan Province mainly includes government-led,financial institution-led,enterprise-led and social organization-led types.In the process,there exist unbalanced allocation of resources,lack of effective demand for credit,and lack of dynamic monitoring and assessment on the use of government poverty alleviation funds.Through the analysis and effect comparison of the financial poverty alleviation model in Henan Province,the specific evaluation indexes and influence variables are selected and through the data analysis method,this paper evaluates the performance of the significant index factors that affect the performance of financial poverty alleviation,and constructs the evaluation index of its system.Financial poverty alleviation should be adapted to local conditions,establish the coordination mechanism among multiple subjects,ensure the rational allocation of financial resources,optimize financial services and build a scientific and standardized performance evaluation system to maximize benefits of the financial poverty alleviation.
