Present Situation and Suggestions for the Protection of Geological Heritages in Henan ProvinceScientific and Technological Management of Land and Resources

摘要 河南省地质遗迹资源数量丰富、类型多样,通过全省范围内的多次地质遗迹资源调查,按类型划分共3大类9类33亚类;自2000年起,河南省共建设世界地质公园4家、国家地质公园15家,省级地质公园18家,均居全国前列。新时期随着“建立以国家公园为主体的自然保护地体系,健全国家公园体制”要求的提出,地质遗迹保护和地质公园建设作为自然保护地类型之一面临新的规划,以期解决基础研究薄弱、相应全省规划缺乏、管理机构重叠、重开发轻保护、科普价值得不到体现等问题。同时提出新形势下对地质遗迹全面系统梳理、加强地质遗迹科学化精细化管理和推动国家层面上立法等建议。 The geological heritage resources of Henan Province are abundant in quantity and diversified in types.According to several surveys of geological heritage resources within the whole province,Henan's geological resources can be divided into 3 categories,9 branches and 33 subcategories.Since 2000,Henan Province has built 4 global geoparks,15 national geoparks and 18 provincial geoparks,all of which ranked among the top in China.In the new era,with the requirement of“building a nature reserve system with the construction of national parks as its main task and improving the National Park protection system”,the protection of geological relics and the construction of geoparks,as one of the types of nature reserves,are facing a new planning,in order to solve the problems of weak research foundation,the lack of corresponding provincial planning,overlapping management institutions,much attention on development but less on protection,and failing to reflect the value of popularization of science and so on.In addition,this paper is intend to put forward some suggestions,such as comprehensively and systematically sorting out geological relics,strengthening science-based and fine management of geological relics and promoting national legislation.
