治理视域下高职院校巡察工作规范化建设研究——以江苏高职院校为例

Research on the Standardization Construction of Inspection Work in Higher Vocational Colleges from the Perspective of Governance--A Case Study about a Jiangsu Higher Vocational College

巡察工作规范化建设是高职院校推动巡察高质量发展的迫切需要和治理体系治理能力现代化建设的内在要求。基于治理视域,高职院校巡察工作规范化建设要把制度建设和制度执行贯穿始终,强化顶层设计,在制度机制建设上抓规范;突出政治定位,在巡察监督内容上抓规范;细化工作流程,在巡察程序方式上抓规范;紧扣提升质效,在巡察成果运用上抓规范;优化选配管理,在干部队伍建设上抓规范;强化执行落实,在巡察制度执行上抓规范。

The standardized construction of inspection work is an urgent need for higher vocational colleges to promote the high quality development of inspections and an inherent requirement for the modernization of governance system governance capabilities.Based on the perspective of governance,the standardized construction of inspection work in higher vocational colleges should run through system construction and system implementation.It is required to strengthen top level design,and standardize the construction of systems and mechanisms;highlight political positioning,and standardize inspection and supervision content;refine the workflow,and standardize the inspection procedures;improvethe quality and efficiency,and standardizethe application of inspection results;optimizethe selection management,and standardizethe construction of the cadre team;strengthenthe implementation,and standardizethe inspection system.
