福建省区域节能减排效率评价和趋势分析——基于三阶段SBM-DEA模型

Efficiency Evaluation and Trend Analysis of Regional Energy Conservation and Emission Reduction in Fujian Province——Based on Three-Stage SBM-DEA Model

福建省对能源的需求在工业化、城镇化作用下持续增加,因而节能减排效率问题依然值得审视,对其效率评价的研究同时也为更好实现“十三五”节能减排目标、提升福建省经济发展水平打下基础。运用三阶段DEA-SBM模型评价分析福建省各地级市的节能减排效率,发现各市节能减排效率存在显著差异,其中福州和厦门两地的节能减排效率达到强DEA有效,而其余七个地区没有充分发挥各自规模效应,导致节能减排效率相对较弱。倡导合作共享精神、实现地区协同发展能够提升全省节能减排效率。

The energy demand of Fujian province continues to increase under the influence of industrialization and urbanization,and the efficiency of energy-saving and emission reduction is still worth examining.At the same time,it lays the foundation for better realizing the 13th five year plan energy conservation and emission reduction target and improving the economic level of Fujian Province.In this paper,the three-stage DEA-SBM model is used to evaluate and analyze the efficiency of energy conservation and emission reduction in different cities in Fujian Province.It is found that there are significant differences in the efficiency of energy conservation and emission reduction between different regions in Fujian Province.Among them,the efficiency of energy conservation and emission reduction in Fuzhou and Xiamen reaches strong DEA efficiency,while that in the other seven cities is relatively weak.Therefore,this paper calls on Fujian Province to promote the spirit of cooperation and sharing,achieve the coordinated development of all regions,and finally achieve the high efficiency of energy conservation and emission reduction in the whole province.
