摘要
文章从法规标准制定和管理机制创新方面,梳理了国家及上海市关于餐饮油烟污染控制相关的法律法规标准体系;对上海市餐饮油烟在线监控、第三方治理模式以及餐饮集聚区的统一监管等的现状和问题进行分析,并从完善法规规范和管理机制、建立统一监管平台以及推进社会化治理等方面提出对策建议。
This paper investigated the national and Shanghai laws and regulations on cooking oil fumes pollution control based on the policy establishment and the innovation of the management mechanism.The current problems of the real-time monitoring of the cooking oil fumes,third-party governance mode and unified supervision of catering clusters were analyzed.The countermeasures and suggestions were proposed from the aspects of perfecting laws and standards as well as the management mechanism,establishing a unified supervision platform,and promoting the social governance.
