摘要
国家自然科学基金是基础研究发展的重要支撑和引导力量之一。本文以东北三省地区在2010—2019年获得的面上项目和青年科学基金项目为研究对象,运用K-Means聚类算法对基金资助情况进行分析,研究东北三省地区基金资助变化情况,以区位基尼系数为指标分析基金资助项目在空间分布上的地区均衡程度,通过对各科学部基金申请和资助情况进行统计分析,研究东北三省地区在基础研究中的优势领域和非优势领域,并运用灰色预测模型对未来基金资助情况进行预测。本文针对东北三省地区在基础研究工作中存在的问题,提出相关建议,为未来东北三省地区基金资助工作以及相关政策的制定提供有益借鉴。
The National Natural Science Foundation of China(NSFC)plays an important role in the development of fundamental research.In this paper,we take the General Program and Young Scientists Funds obtained in the three northeastern provinces from 2010 to 2019 as the research objects,through using the K-Means clustering algorithm to analyze the NSFC funding of the three northeastern provinces,we study the changes in the NSFC funding of the three northeastern provinces.We use the Locational Gini Coefficient as an indicator to analyze the regional equilibrium degree of the funded projects in spatial distribution.Through statistical analysis of the application and funding of the funds of various departments,we study the dominant and non-dominant areas of fundamental research in the three northeastern provinces.And we use the Gray Forecast Model to predict the future funding status.To further address the problems in fundamental scientific research of the three northeastern provinces,we give some corresponding suggestions.It has reference significance for the NSFC to support the three northeastern provinces and the formulation of relevant policies in future.
