基于SPACE矩阵的武汉市新洲区乡村产业发展战略研究

Research on Rural Industry Development Strategy in Xinzhou District of Wuhan City Based on SPACE Matrix

该研究构建乡村产业评价指标体系,明确乡村各产业的战略地位,制定科学的产业发展优化措施,促进农民增收和乡村经济繁荣发展,以期为乡村振兴决策提供参考依据。通过战略地位和行动评价SPACE矩阵,从财务优势(FS)、竞争优势(CA)、环境稳定性(ES)和产业优势(IS)共4个方面构建乡村产业评价指标体系,采用结构熵权法确定指标权重,结合德尔菲法分析乡村各产业发展的战略类型,并以武汉市新洲区为例进行实证分析。结果表明:新洲区农林牧渔业处于战略竞争地位,工业和建筑业处于战略进取地位,交通运输、仓储和邮政业,批发零售业,住宿和餐饮业,金融业处于战略防御地位,房地产业和其它服务业处于战略保守地位。为推动乡村产业可持续发展,合理配置产业结构提高综合竞争力,建议该地区应当加强产业间联结,促进第一产业一体化发展;发挥产业现有优势,促进第二产业蓬勃发展;谨慎扩张,促进第三产业集中发展。

The objective of this study is to construct an evaluation index system for the rural industries,clarify the strategic position of rural industries and formulate scientific optimization measures for industrial development.In order to promote the increasing of farmers’ income and the prosperity of rural economy,it was expected to provide decision-making reference for rural vitalization.Through the strategic position and action evaluation of SPACE Matrix,this study constructed an evaluation index system for the rural industries from four aspects:financial advantage(FS),competitive advantage(CA),environmental stability(ES)and industrial advantage(IS),determined the index weight by Structure Entropy Weight Method,analyzed the strategic types of rural industrial development combined with Delphi Method,and used the Xinzhou district of Wuhan city as an example for empirical analysis.The results showed that farming,forestry,animal husbandry and fishery was in a competitive position,industry and construction were in an enterprising position,transport,storage,postal and telecommunication services,wholesale and retail trade,hotel and catering services and banking were in a defensive position,and real estate and others were in a conservative position.In order to realize the sustainable development of rural industry and rationally allocate the industrial structure to improve overall competitiveness,it was suggested that the region should strengthen inter-industry linkages and promote the integrated development of the primary industry,make used of the existing industry advantages to promote the vigorous development of the secondary industry,expand cautiously to promote the concentrated development of the tertiary industry.
