北京非首都功能疏解的问题与对策

北京是我国国际交往、政治、经济、文化的中心城市,同时也承载很多的非首都功能,这些功能导致北京的社会压力进一步加大,影响北京城市的发展。我国于2015年做出疏解北京非首都功能的决定,通过非首都功能的疏解,使得北京众多的产业逐渐向外部转移。非首都功能的疏解是一个长期、综合性的工程,其中涉及到的利益体比较多,不能仅通过简单的行政措施调整,还需要做好顶层设计的疏解,做好与周边承载地的对接。

Beijing is the center city of international communication,politics,economy and culture in China,and it also carries a lot of non-capital functions.In 2015,China made a decision to relieve the non-capital function of Beijing,through which many industries in Beijing will be gradually transferred to the outside world.The solution of non-capital function is a long-term and comprehensive project,which involves many interests,and can not only be adjusted by simple administrative measures,but also top-level designs as well as the surrounding load-bearing ground.
