摘要
大型居住社区是上海市落实中央保障性安居工程建设重要战略部署的主要载体。经过十余年的快速发展,大型居住社区在解决中低收入人群居住困难的同时,其自身的建设发展也面临着众多的问题。本文对上海市保障性住房社区建设和土地储备模式的演变进行了回顾,重点分析了目前大型居住社区存在的问题,在借鉴新加坡保障性住房社区建设经验特点的基础上,着眼于“上海2035”总规,探讨大型居住社区高质量土地储备的优化策略,以期实现保障性住房社区的和谐发展。
Large-scale residential communities are the main carriers for Shanghai to implement the central government’s strategic plans of building government-subsidized housing.After 10 years of rapid development,large-scale residential communities have solved the housing difficulties of medium-and low-income groups.However,they also face numerous problems in terms of construction and development.This paper reviews the development of affordable housing community construction and the land reserve mode in Shanghai.This study focuses on the problems of large-scale residential communities in view of the Shanghai master plan(2017–2035).Based on lessons from Singapore’s affordable housing community construction,it discusses the optimization measures of high-quality land reserve to realize the harmonious development of affordable housing communities.
