Land supply-side reform’s new path:“standard land”reform’s Hangzhou sample and national significance

杭州“标准地”改革具有典型性,其经验对全国也具有重要启示意义。本文以土地供给侧改革视角,剖析了杭州“标准地”改革背景与实践。发现标准地改革优化了营商环境,丰富了“亩产论英雄”改革内涵,促进了产业高质量转型发展。进一步提出了完善对策:完善“标准地”指标体系和动态调整机制,加强数字赋能、提升标准地空间品质,健全“标准地”改革配套服务和监督体系等。

The“standard land”reform in Hangzhou is typical,and its experience has important implications for the whole country.This study analyzed the background and practice of the standard land reform in Hangzhou from the perspective of land supply-side reform.The results show that the standard land reform promotes the business environment,deepens the connotation of the“hero of land output”reform,and advances the high-quality development of the industry.Further policy suggestions are put forward,including perfecting the index system and dynamic adjustment mechanism of standard land,strengthening the digital empowerment,improving the space quality of standard land,and enhancing the reform supporting service and supervision system of standard land.
