新疆干旱区小型水利工程管理模式研究

Study on Management Mode for Small-scale Water Conservancy Projects in Arid Area of Xinjiang

为更好实现新疆干旱区小型水利工程建设,促进新疆干旱区发展,进行新的小型水利工程管理模式研究。研究结合BIM技术,构建了一个"全过程、全方位、全要素"多维集成管理模式。全过程管理模式从水利工程生命周期五个阶段进行管理;全要素管理模式从成本、进度、质量、安全、环境等五个方面进行管理;全方位从设计方、供应商、施工方、监理方、运营方以及业主的需求和职能角度出发,对工作流程进行全方位模拟仿真,实现参与方全覆盖管理。通过实践,新疆某地区水库建设工程项目管理绩效综合评价为优级,证明该管理模式能有效提升水利工程建设质量。

In order to better realize the construction of small water conservancy projects in arid areas in Xinjiang,this paper proposes a new small water conservancy project management mode.This research combines BIM technology to construct a multi-dimensional integrated management model of“whole processes,whole ranges,and whole elements”.The whole processes management model manages from the five stages of the water conservancy project life cycle.The whole ranges management model manages from five aspects,including cost,schedule,quality,safety and environment.The whole elements management conducts a comprehensive simulation of the work process,from the perspectives of design party,supplier,construction party,supervisor and the needs and functions of the operators and owners,to achieve full coverage of the participants.Practice has shown that the evaluation of the management performance of a reservoir construction project in Xinjiang is excellent,which proves that this management model can effectively improve the quality of water conservancy projects.
