关于环评返修效率的思考

Analysis on the Efficiency of EIA Repair

自2019年1月1日取消环评单位资质后,环评机构注册门槛降低,大量新注册企业涌入市场,环评市场鱼龙混杂,环评文件质量下降,返修率上升,修改效率低,部分环评文件反复修改。对2020年1月至2020年7月盐城市阜宁县受理审批的环评文件进行分析,分析环评文件返修率高及修改效率低的原因并提出建议。

Since the cancellation of EIA unit qualification on January 1,2019,the registration threshold of EIA agencies has been lowered,a large number of newly registered enterprises have poured into the market,the quality of EIA documents has declined,the repair rate has increased,and the modification efficiency has been low.Some EIA documents have been revised repeatedly.This paper analyzes the EIA documents accepted and approved in Funing County of Yancheng City from January 2020 to July 2020,analyzes the reasons for high repair rate and low modification efficiency of EIA documents,and puts forward suggestions.
