乡村振兴背景下壮大乡村集体经济问题与对策研究——以黑龙江省哈尔滨市为例

行政村担负着落实国家惠农政策和带领广大村民走共同富裕道路的双重职责。乡村集体经济不发展,很难实现乡村全面振兴发展目标。本文针对哈尔滨市乡村集体经济发展现状和存在问题,提出了转变发展理念扩大乡村增收途径,培育村级领导核心团队健全管理体制,留住乡村能手吸引创业人才,提高乡村科技培训效果拓宽培训领域等壮大哈尔滨市乡村集体经济对策及相关建议。

The administrative village is responsible for implementing the national policy of benefiting farmers and leading the villagers to take the road of common prosperity.Without the development of rural collective economy,it is difficult to achieve the goal of rural comprehensive revitalization.In view of the current situation and problems of rural collective economy in Harbin,this paper puts forward some countermeasures and suggestions to strengthen the rural collective economy in Harbin,such as changing the development concept,expanding the ways of increasing rural income,cultivating village level leadership core team,improving the management system,retaining rural experts,attracting entrepreneurial talents,improving the effect of rural science and technology training,and broadening the training field.
