党对高校全面领导的实现方式——兼谈党委领导下的校长负责制的落实

Implementation Mode of the Party′s Overall Leadership over Colleges and Universities——Also on the implementation of the principal responsibility system under the leadership of the Party committee

坚持和完善党对高校领导的制度体系是我国高等学校坚持社会主义办学方向的首要前提,是办好一流大学、实现教育强国的根本保证。实现党对高校的全面领导,必须要把加强高校党委班子自身建设作为基本前提,把完善党委领导下的校长负责制作为关键之举,把强化基层院系党组织的政治功能作为重要保证,坚持和完善党领导高校的制度体系,确保党的领导贯穿办学治校的各方面和全过程。

Adhering to and improving the Party′s leadership over colleges and universities is the fundamental guarantee for Chinese colleges and universities to adhere to the socialist direction of running schools and for running a first-class university and making our country an education power.To realize the CPC′s overall leadership over colleges and universities,we must take the self-construction of the Party committee as the basic premise,improve the system of principal responsibility under the leadership of the Party committee,strengthen the political function of the Party organizations in grass roots colleges or departments.At the same time,we must actively construct and perfect the system of colleges and universities under the leadership of the Party,and ensure that the leadership of the Party committee implements all aspects and the whole process of running a school.
