国家治理视域下的我国警察权力结构调整与重构逻辑

The Logic of Adjustment and Reconstruction of Police Power Structure in China from the Perspective of National Governance

传统警察权力结构在社会秩序转轨下已然暴露出诸多矛盾并影响警察职能的作用发挥,在社会结构转型与国家治理体制完善的现代中国社会,作为国家重要强制力的警察权力结构应当依据现代经济发展与社会管理的要求进行自身调整与重构。我国警察权力结构调整的推行动力主要包括内部动因与外部动因两个维度,警察权力结构调整可以从结构维度、效率维度以及权力制衡维度三个层面深入开展。

Under the transition of social order, traditional police power structure has exposed many contradictions and affected the function of the police. In modern Chinese society with the transformation of the social structure and the perfection of the national governance system, as an important coercive force of the state, the police power structure must adjust and reconstruct itself according to the requirements of modern economic development and social management. The driving force of the adjustment of police power structure in China mainly includes two dimensions: internal motivation and external motivation. The adjustment of police power structure can be carried out deeply from three aspects: structure dimension, efficiency dimension and power check and balance dimension.
