命运共同体视阈下的中老抗疫合作

The China-Laos Cooperation of Anti-Covid-19 in the View of Community of Shared Future for Mankind

新冠肺炎疫情是百年来人类面临的最严重的公共卫生危机,对全球公共卫生安全构成严峻挑战。许多国家在疫情防控过程中暴露出的问题,凸显了加强全球公共卫生安全治理、加强抗疫合作的重要性和紧迫性。各国在加强国内疫情防控的同时,要重视加强双边合作在内的国际抗疫合作,特别要加强同邻国间的合作,以有效遏制疫情向周边地区扩散。疫情发生以来,中老两国始终坚持人类命运共同体理念,在抗疫过程中守望相助,密切沟通协作,积极开展公共卫生外交,全面加强抗疫双边合作,极大地丰富了全球公共卫生安全治理的内涵,为全球抗疫斗争作出了积极贡献。双方通过信心支持、技术交流、物资援助和边境管控等,不断深化双边抗疫合作,取得了良好的抗疫效果,充分展现了中老命运共同体和社会主义制度的显著优势,为流行病的全球治理提供了可供借鉴的宝贵经验。中老抗疫合作的实践表明,抗疫合作需要提升到政治外交的高度加以重视。以人类命运共同体为理论依据、植根于中老命运共同体建设的中老抗疫合作,在推进过程中受益于两国密切的双边关系并作用于双边关系的发展,特别是中老命运共同体建设。中老抗疫合作中展现出的人民至上、命运与共精神,对构建人类命运共同体具有一定的示范效应,在今后全球公共卫生安全治理体系重构中理应得到坚持和发扬。

The outbreak of Covid-19 is the most serious public health crisis faced by mankind in nearly a hundred years.The problems and shortcomings that many countries have exposed in the processing of anti-Covid-19 highlight the importance and urgency on strengthening global public health security governance and anti-epidemic cooperation.Since the outbreak of Covid-19,both China and Laos have insisted on the implementation of the idea of community of shared future for mankind,positively conducting the diplomacy about public hygiene security.The China-Laos anti-epidemic cooperation based on the theory of community with a shared future for mankind and rooted in the construction of China-Laos community of shared future has benefited from the close bilateral relations between the two countries and counteracted to the development of bilateral relations.Ideas that government should always put their people’s interests in priority and share the same future for mankind,which is showed in the procedure of Chinese and Laos cooperation of anti-Covid-19,should be insisted and encouraged in the reconstruction of the future treatments of global public hygiene security.
