创新价值链视角下重庆高技术产业创新效率研究——基于三阶段链式网络DEA模型

Research on the Innovation Performance of Chongqing's High-tech Industry from the Perspective of Innovation Value Chain--Based on the Three-Stage Chain Network DEA Model

基于创新价值链理论构建重庆高技术产业创新三阶段指标体系和三阶段链式网络DEA模型,使用重庆2009—2016年电子及通信设备制造业、计算机及办公设备制造业、医疗仪器设备及仪器仪表制造业、医药制造业等四个高技术行业投入产出指标数据,对重庆高技术产业技术创新三阶段效率与总效率进行测度,并分析其演变趋势。研究结论:重庆高技术产业创新资源投入冗余,不注重资源配置结构;高技术产业过度重视企业短期收益,忽略了长期技术积累;四大高技术行业之间创新效率不均衡,行业间缺乏创新合作。提出针对性政策建议促进重庆高技术产业创新绩效提升,推动重庆经济高质量发展。

Based on the theory of innovation value chain,a three-stage indicator system and a three-stage chain network DEA model for Chongqing's high-tech industrial innovation was constructed,using the input-output indicator data of Chongqing's four high-tech industries of electronics and communication equipment manufacturing,computer and office equipment manufacturing,medical instruments and instrumentation manufacturing,and pharmaceutical manufacturing from 2009 to 2016.The three-stage efficiency and total efficiency of technological innovation of Chongqing's high-tech industries were measured,and its evolution trend was analyzed.The study came to the following conclusions:Chongqing's high-tech industries have redundant investment in innovation resources and do not pay attention to resource allocation structure.The enterprises in high-tech industries pay too much attention to the short-term gains and ignore long-term technology accumulation.The innovation efficiency among the four major high-tech industries is not balanced,and there is a lack of innovation cooperation among industries.Finally,it puts forward specific policy recommendations to promote the improvement of Chongqing's high-tech industry innovation performance and promote the high-quality development of Chongqing's economy.
