摘要
基于自贸区与“一带一路”倡议相互对接的背景,运用DEA的方法对涉及省市的物流效率进行研究。研究表明:两大战略作用下的相关区域整体上物流效率不高,而物流效率高的区域缺乏带头作用,物流发展水平不均衡;物流发展水平较高的区域规模收益递减,而落后区域规模收益递增,但存在投入不合理现象;两大战略相互对接中存在统筹机制有待优化、物流体系有待完善等问题。由此提出要利用政策优势和发达区域带头作用、加快管理水平提升和物流产业转型升级、优化自贸区与“一带一路”倡议相互对接的统筹机制,完善目前的物流体系的建议。
Based on the background of the interaction of Free Trade Zone and the Belt and Road Initiative,the paper studies the logistics efficiency of provinces and cities by using DEA.The research shows that:the logistics efficiency of the areas under the interaction of the two strategies is not high on the whole;the regions with high logistics efficiency lack the leading role,and the logistics development level is not balanced.The areas with high level of logistics development have diminishing returns to scale;the backward areas have increasing returns to scale,but the investment is not reasonable.The coordination mechanism and logistics system during the interaction of the two strategies need to be optimized.Therefore,it is proposed to make use of policy advantages and the leading role of developed regions,accelerate the improvement of management level and the transformation and upgrading of logistics industry,optimize the coordination mechanism of the docking of Free Trade Zone and the Belt and Road strategy,and improve the current logistics system.
