摘要
“欠薪”问题是长期以来建筑行业的一大难题,找到根治“欠薪”的办法有利于推动国内基础设施建设,保护农民工的合法权益。论文主要采用实地调研法、文献分析法和数据分析法等方法对当前建筑行业的现状及“欠薪”原因进行分析。针对建筑业的用工特点,最后得出加大“欠薪”处罚力度、建立各项制度保障“工资”按时发放、明确各方面责任三大举措,不仅可以有效治理“欠薪”问题,而且,对于当前工农业的协调发展可以起到一定的指导作用。
The problem of"owed wages"is a major problem in the construction industry.Finding a radical solution to"owed wages"will help promote domestic infrastructure construction and protect the legitimate rights and interests of migrant workers.The thesis mainly adopts the method of combining field research+literature analysis,data analysis method and other methods to analyze the current situation of the construction industry and the reasons for"pay arrears".In view of the employment characteristics of the construction industry,three measures are finally drawn to increase the punishment of“wage arrears”,establish various systems to ensure that“wages”are paid on time,and clarify the responsibilities of various aspects.Not only can the problem of“wage arrears”be effectively addressed,It can play a certain guiding role in the current coordinated development of industry and agriculture.
