乡村振兴发展水平评价及区域差异分析——基于甘肃深度贫困地区的调研

The evaluation of the development level of rural revitalization and regional differences analysis——Field investigation of deep poverty areas in Gansu

基于甘肃省深度贫困地区74个行政村、560个农户的问卷调查数据,应用综合评分法,对甘肃省2018年的乡村振兴发展水平进行定量评价。研究发现:甘肃省深度贫困地区乡村振兴整体发展水平不高,且存在明显的区域差异;乡村振兴发展水平与地区农业经济发展水平有较大的相关性。分类研究表明:产业兴旺、乡风文明发展水平较低的县(区)主要集中在陇南山地区和高寒区,生态宜居发展水平较低的县(区)主要集中在陇中地区和陇东地区,治理有效、生活富裕发展水平较低的县(区)主要集中在陇中地区和陇南山地区。据此提出,应找准在乡村振兴发展过程中的短板及区域之间发展的差距,分类精准施策,推动区域均衡发展,提高乡村振兴总体发展水平。

Based on the questionnaire survey data of 74 administrative villages and 560 farmers in deep poverty areas in Gansu,a comprehensive evaluation method was used to quantitatively evaluate its development level of rural revitalization in 2018.The results showed that:the overall development level of rural revitalization in deep poverty areas was not high,and there were obvious regional differences,and the development level of some indicators reflecting the main content of rural revitalization was low and the development level of rural revitalization had a greater correlation with the development level of regional agricultural economics.Classification studies showed:counties(districts)with low level of development of industrial prosperity and rural civilization were mainly concentrated in the Longnan Mountain area and the high-cold area,and counties(districts)with low level of development of ecological livability were mainly concentrated in the Longzhong and Longdong areas,and counties(districts)with low level of development of effective governance and the prosperity of life were mainly concentrated in the Longzhong area and Longnan Mountain area.Therefore,it was proposed that the shortcomings in the process of rural revitalization and the development gap between regions should be identified;classified and accurate policies should be implemented to promote balanced regional development and improve the overall development level of rural revitalization.
