政府规制、合作组织治理与农户有机肥施用行为——以茶叶种植户为例

Government regulation,cooperative organization governance and farmers′organic fertilizer application behavior——Taking tea growers as a case

基于福建省茶叶种植户的调研数据,采用逐步回归模型实证分析政府规制和合作组织治理对农户有机肥施用行为的影响机制。研究发现:无合作组织治理时,政府规制显著正向影响农户有机肥施用行为;有合作组织治理时,政府规制对农户有机肥施用行为影响不显著;合作组织监督在政府规制对农户有机肥施用行为的影响中发挥互补作用;合作组织培训在政府规制对农户有机肥施用行为的影响中发挥替代作用。据此提出,应进一步推广农资购买卡以完善支持体系、加强社会组织建设以提高监督水平、推广有机肥施用技术以推进绿色生产等,从而推动农业绿色发展,助力农业现代化进程。

Based on the survey data of tea growers in Fujian,the stepwise regression model was used to empirically analyze the influence mechanism of government regulation and cooperative organization governance on farmers′organic fertilizer application behavior.The results show that in the absence of cooperative organization governance,government regulation has a significant positive impact on farmers′organic fertilizer application behavior.When there is cooperative organization governance,government regulation has no significant influence on the behavior of farmers′organic fertilizer application.Cooperative organization supervision plays a complementary role in the influence of government regulation on farmers′organic fertilizer application behavior.Cooperative organization training plays a substitute role in the influence of government regulation on farmers′organic fertilizer application behavior.According to this,we should further promote the purchase card of agricultural materials to improve the support system,strengthen the construction of social organizations to improve the level of supervision,popularize the application of organic fertilizer technology to promote green production,so as to promote the green development of agriculture and help the process of agricultural modernization.
