国家治理视域下网络治理体系构建

The Construction of Network Governance System from the Perspective of National Governance

党的十九大报告指出:“加强互联网内容建设,建立网络综合治理体系,营造清朗的网络空间”。十九届四中全会明确指出:“社会治理是国家治理的重要方面,必须加强和创新社会治理,坚持和完善共建共治共享的社会治理制度,保持社会稳定、维护国家安全。”揭示了构建全面、安全、可靠的网络治理体系对于推进国家治理体系和治理能力现代化的重要性和必要性,为构建“人类网络命运共同体”提供了“中国方案”。

The report of the 19th National Congress of the Communist Party of China pointed out:“Strengthen the construction of Internet content,establish a comprehensive network governance system,and create a clear cyberspace.”The Fourth Plenary Session of the 19th Central Committee clearly pointed out:“Social governance is an important aspect of national governance.It is necessary to strengthen and innovate social governance,adhere to and improve the social governance system of joint construction,co-governance and sharing,maintain social stability and safeguard national security.”The importance and necessity of building a comprehensive,safe,and reliable network governance system for advancing the modernization of the national governance system and governance capabilities provides a“Chinese solution”for building a“Community with a shared future for human networks”.
