摘要
在中国少子老龄化、家庭空巢化以及养老保障政策不健全背景下,中国政府试点推行老年人商品住房反向抵押的新型养老保险,“以房养老”模式开展得到政府支持,文章通过对中国“以房养老”研究发现:“以房养老”政策面临传统观念、房价周期波动以及银行“倒按揭”的利率提升带来的风险,从而导致“以房养老”政策难以推行,故提出加强风险管控,同时政府给予政策支持以及培育新型养老消费理念.
Under the background of the aging of fewer children,empty-nest families and imperfect pension security policies in China,the Chinese government piloted the new old-age insurance with reverse mortgage of commercial housing for the elderly,and the“housefor-pension”mode was supported by the government.Based on the research of“house-for-pension”in China,the paper finds that“house-for-pension”policy is faced with the risks brought by traditional ideas,periodic fluctuation of housing price and the increase of in-terest rate caused by banks“reverse mortgage”,which makes it difficult to implement“house-for-pension”policy.Therefore,it is pro-posed to strengthen risk management and control,at the same time,the government will give policy support and cultivate a new concept of old-age consumption.
