摘要 雄安新区中、西部的白洋淀湿地,存在着较为严重的生态地质环境问题,对新区城市的规划、建设及运营都将产生重大影响。作者通过野外调查和综合分析研究已有文献资料,将白洋淀地区的地表水、地表土层、地下水含水岩层和浅层地下水视为有机的统一体进行研究,提出新区生态地质环境问题的关键是淀区水污染,指出淀区水污染的存在及治理程度,直接影响和决定着整个新区的生态地质环境状况。介绍了白洋淀湿地水污染现状,综合分析其产生的社会背景—人类经济活动及自然—气象水文、地质及水文地质等方面的因素。本文以影响全区生态地质环境的主要因素—淀区水污染为主线,解读了新区关于综合治理的具体规划和实施方案。方案强调:以实施白洋淀生态修复为主要内容,建立多水源常态化补水机制,构建水资源生态流量保障体系为主要措施,从根本上解决白洋淀水资源短缺、供需矛盾突出的问题;提出从流域控源截污、内源污染治理、生态环境修复、加强河道管理等方面,确保入淀河流水质达标,进而解决湿地水污染;针对入淀河流,从优化新区产业发展格局、对传统产业集聚区提出污染源控制要求、防止工业污染、农业面源污染的防治措施。在《规划纲要》的指导下,《总体规划》和《白洋淀规划》根据新区当前的实际情况,所提出的新区生态地质环境问题综合治理措施,针对性地概括了新区各方面存在的具体问题,具有系统的科学性、严密的精准性和较普遍的实用性,从根本上抓住了新区生态地质环境问题的实质。通过两年多来治理措施的推进和逐步实施,新区生态地质环境的改善和恢复已初见成效。 Male new district in the west of Baiyangdian wetland,there exists a serious ecological and geological environment problem,the city's planning and construction and operation will have a significant impact on the author through field investigation and comprehensive analysis and study of existing literature,the Baiyang lake area of surface water in the topsoil of groundwater aquifer rock and shallow groundwater as an organic unity,proposed the new ecological geological environment problems is the key to Dianqu,water pollution is pointed out that the existence of Dianqu water pollution and management level,directly affects and decides the whole district of ecological and geological environmentIntroduces the Baiyangdian wetland water pollution present situation,comprehensive analysis the social background of human economic activities and natural factors of meteorological hydrological geology and hydrogeology in this paper,the main factors affecting regional ecological geological environment Dianqu water pollution as the main line,interpretation of the new district about the concrete planning and implementation plan of the comprehensive treatment program emphasizes:implementation of Baiyangdian ecological restoration as the main content,set up more normalized water hydrating mechanism,build ecological flow of water resources security system as the main measures to fundamentally solve the contradiction between supply and demand of Baiyangdian water shortage problem.In order to ensure the water quality of the river reaches the standard,it is suggested that the pollution of the wetland should be solved.In view of the river entering the lake,from the optimization of the industrial development pattern of the new district to the traditional industrial agglomeration area,the pollution source control requirements are put forward to prevent industrial pollution and the prevention measures of agricultural non-point source pollution under the guidance of the outline of the plan.Overall planning and Baiyang lake planning according to the actual situation of current new district,proposed the new ecological and geological environment comprehensivecontrol measures,specifically summarized the specific problems of the new city in all aspects,with a system of scientific rigorous precision and more universal practicability,fundamentally grasp the essence of the new city ecological geological environment problems governance measures to push through more than two years and gradually implemented,the new ecological and geological environment improvement and recovery has paid off.
