雄安新区的生态地质环境问题及治理进展

雄安新区中、西部的白洋淀湿地,存在着较为严重的生态地质环境问题,对新区城市的规划、建设及运营都将产生重大影响。作者通过野外调查和综合分析研究已有文献资料,将白洋淀地区的地表水、地表土层、地下水含水岩层和浅层地下水视为有机的统一体进行研究,提出新区生态地质环境问题的关键是淀区水污染,指出淀区水污染的存在及治理程度,直接影响和决定着整个新区的生态地质环境状况。介绍了白洋淀湿地水污染现状,综合分析其产生的社会背景—人类经济活动及自然—气象水文、地质及水文地质等方面的因素。本文以影响全区生态地质环境的主要因素—淀区水污染为主线,解读了新区关于综合治理的具体规划和实施方案。方案强调:以实施白洋淀生态修复为主要内容,建立多水源常态化补水机制,构建水资源生态流量保障体系为主要措施,从根本上解决白洋淀水资源短缺、供需矛盾突出的问题;提出从流域控源截污、内源污染治理、生态环境修复、加强河道管理等方面,确保入淀河流水质达标,进而解决湿地水污染;针对入淀河流,从优化新区产业发展格局、对传统产业集聚区提出污染源控制要求、防止工业污染、农业面源污染的防治措施。在《规划纲要》的指导下,《总体规划》和《白洋淀规划》根据新区当前的实际情况,所提出的新区生态地质环境问题综合治理措施,针对性地概括了新区各方面存在的具体问题,具有系统的科学性、严密的精准性和较普遍的实用性,从根本上抓住了新区生态地质环境问题的实质。通过两年多来治理措施的推进和逐步实施,新区生态地质环境的改善和恢复已初见成效。
